When trying to send an e-mail with a file name including non ascii characters (e.g. äüö, the same happens if the filename has "(" ) the name of the attachement gets an additional % so that file can not be opened by an the addressee (with an outlook account).
Reproducible: Always
Steps to Reproduce:
1. go to a folder with a file "Düs.pdf"
2. click on "send as e-mail"
3. enter an e-mail address of someone with an outlook account/different thunderbird client
(if send to the same thunderbird client (own client) the error does not occur)
4. click on send
The same bug occurs when receiving a file with non-ascii characters.

Actual Results:
The addressee can not open the attachement
not introduce % in the file name
