OnEndDocumentLoad handler does not fire for <editor> in a prefs panel the first time

Details
The AIM Away prefs panel (commercial build) has an <editor> tag in the prefs
panel XUL, which loads about:blank.
The first time you bring up the prefs dialog on that panel, the OnEndDocumentLoad
notification does not fire for the editor, so the editor never gets instantiated.
But the second time you bring up the prefs dialog and go to that panel, things
work fine.
What's weird is that this behaviour is *not* affected by the XUL cache or memory
cache preferences.

Reassigning all travis bugs to Valeski for triage. Don thought these were
all docshell related. Travis is no longer at netscape so these bugs are
unowned.

This bug is targeted at a Mac classic platform/OS, which is no longer supported
by mozilla.org. Please re-target it to another platform/OS if this bug applies
there as well or resolve this bug.
I will resolve this bug as WONTFIX in four weeks if no action has been taken.
