If I try to open a local file, say on hard disk "foo", I get an alert saying that "Protocol 'foo' is not defined" and the file is not opened.

Should say that I'm using 'Open File' on the File menu here.
i broke this..

If we don't, we should. opening a local file is a fundamental operation.
