Details
Since XBL Form Controls will likely never be a reality (per roc), we should be sure to not expose the pref for it, even in debug builds.
Filing against trunk, though this would be a worthwhile addition to the 1.8 Branch.

1.8 branch shouldn't have any of the debug prefs at all.
