The priority UI component (on the mail compose window) is currently a label and a combobox next to each other -> 'Priority :' + combox with 5 text entries.
To bring this component in sync will all the others in that toolbar, the component should become a combobox of icons (+ text) with underneath the label 'Priority'.
The comboxbox should show an icon unless it was popped open for selection : icons + texts.

It is?  As far as I can see, the only priority item anywhere in the compose window is in the Options menu.  Maybe you're running an extension that makes the priority visible, in which case you should ask the extension author to implement the icon.

do a right click on the mail compose window toolbar and select customize
there the priority can be dragged and added
