344001 - Downlaod manager not popping when a download starts, and is totally empty when manually openning

When a download starts, the manager doesnt open (even though its set to open), and if I clic tools, download, its totally empty. The thing is that it used to work perfectly, but not anymore. I assure you that the settings are right and that I have no virus of spyware. I tried reinstalling on a new user but it didnt work.
