when closing tabs, the close buttons always come back (per min clip width pref)

"opened enough tabs for it to kick in, then closed tabs until you get close buttons again
depending on which direction you're approaching from, you'll either get close buttons or not when you're near the boundary
Like, he'd have 7 tabs open (clipped), close to 6 (still clipped), close to 5 (unclipped).
Then open to 6 (still unclipped), open to 7 (clipped)."
