STEPS TO REPRODUCE
1. Start SeaMonkey
2. Open Preferences window, click "Navigator"

Comparing with other parts of the Preferences (e.g. Appearance -> Fonts)
it seems the "Display on" should be "Display on:" and have an access key...
(Filter "spam" on 'prefs-nobody-20080612'.)
