"personal toolbar" lost after docking

I switch personal toolbar into "docked" state, then close that browser window. More one browser still opened with personal toolbar. Then I open more brovser window, and it opened without personal toolbar. Changing visibility of "personal toolbar" in "view" menu does no matter.
Restoring of "prefs.js" from backup does no matter, full reinstall of application (without re-creation of profile) does no matter.

Steps to reproduce:
1. dock the "personal toolbar"
2. close browser window
3. open browser window
You see no personal toolbar
