make the "show cookies..." and "show passwords..." buttons be consistent

sorry for the terse bug, but this is something that came up in today's meeting that I wanted to get into the system.

note that I have "show passwords..." and not "show saved passwords..."

screen shot coming for what I think we should do.

actually, now I'm not sure if the "Exceptions..." exception should be before or after "Show X..."

unsetting TM, letting Jeff decide when he wants that.

My personal take is that it should be reversed from how you did it: "Exceptions..." should be before the "Show" buttons.  This reads better if you read the description and the buttons.  It also means the "Show" choice for passwords (which I suspect is far more frequently used than the Exceptions button) is on the far right, which is a more visible and hittable target.
