When the Bookmarks Sidebar (F9) is opened and "Manage" is selected from there, the Bookmarks Manager Toolbar (New Folder - New Separator - Move - Properties - Rename - Delete) does not appear, even though there is a checkmark next to Toolbar under the View menu in that window.

When selecting the Bookmark Manager from the Bookmarks menu, the Toolbar will correctly appear, but only when the Bookmark Manager is opened via the Bookmarks menu.


Reproducible: Always

Steps to Reproduce:
1.Open Sidebar
2.Select "Manage"
3.Toolbar does not appear in the new window that opens.

Actual Results:  
Toolbar does not appear via Bookmarks Sidebar/Manage

Expected Results:  
Toolbar should have appeared in the window.
SeaMonkey was reinstalled after a hard drive crash, new installation displays the toolbar correctly.
