Production currently has the cvspass file for despot in /etc/despot/cvspass.
This seems like a decent location for it, so I don't see a reason not to check
it in...

i think we need to support a prefix option.
some way for the app to be easily configured so that you can install it w/o being root. (note: changing a .pl file does not qualify as easy configuration - even if changing it is easy, cvs diffs suck and break things)
