this was broken up to 0.14, worked fine on 0.14 and 0.15, and now (0.16) broke again

(might be the same as bug 327158)

sites using utf8 encoding are fine (www.google.co.il)
site using other encodings (www.walla.co.il) show "?"

1. go to www.walla.co.il


Actual Results:  
web site is shown with "?" characters

Expected Results:  
should show hebrew characters

this might be that we are using the native unicode or that we are have some problems rendering bidi on windows mobile.
