need to name SS/password editor dialog to be consistent w/menu name

analogous to bug 34483, except for password management. currently Tasks >
Personal Managers > Password Manager > View Stored Passwords brings up the
Signon Viewer dialog. again, the decision here may likely depend on the outcome
from bug 23095.
whatever we choose, it should be consistent in both the menu and the dialog
title. here are some suggestions:
* Stored Password Editor
* Stored Signon Editor
* Signon [Signons?] Editor
the more concise, the better, imho. :-) but other suggestions definitely
welcomed/encouraged.

dialog now says "Stored Passwords" --verif w/opt comm bits:
linux 2000.04.05.09
macOS 2000.04.05.10
winNT 2000.04.05.09
