Firefox wont allow Recently closed items to show properly.

Reproducible: Sometimes

Steps to Reproduce:
Hard to re-produce, has happened a couple of times, seems a little random.

Actual Results:  
When attempting access the history menu, it is greyed out. 

Expected Results:  
It shouldnt be grey out.

It remains grey'd out even when I close a tab.

same for me.

uncheck "Remember Visited..." in Options>Privacy "History".

sometime work fine, sometime not work.
this happens since a week or so.
work fine on Trunk with same setting.

similar bug is #349914

checkin for bug#348016 seems to be caused this.

I think this is a dupe of bug 348016 since bug 349914 was a more-recent regression.
