The patch adds method GetFirstDayOfWeek to nsIScriptableDateFormat and implements it on windows platform. I'm not sure it rigth place for this method and I'm not sure all things goes right. Please advice me.

I think this would belong more in nsILocale (which I see you already filed as bug 333938)
