Details

Need to generate a UID for phishing providers so that they can get active user counts for the service.  UID should be persistent to reduce the chance of double-counting users.

How does the UID get transmitted to service providers?  Since we currently only support changing provider for the "ask ___ for each site I visit", would the UID be included in every request?

Anyway, sounds pretty straight forward.

I'm open to suggestions, but I think once per session would work.  However, the UID needs to persist across sessions and across Firefox updates both major and minor.  This will be used to get total unique active user count so that providers can best scale services to meet demand.  
Oh, the other possibility is that the site could implement cookies which would give you the same data without needing us to add any code to Firefox.  This wouldn't be as reliable as a special ping since some users will clear the cookie or not accept the cookie.
We'll solve this another way as needed.
