requests page needs to make it very clear to new users that it doesn't relate to RFE

definitions: 1. newusers = anyone whose account age is less than one month OR anyone who does not have canconfirm 2. RFE = severity:enhancement, if the bugzilla in question does not have this severity, then this warning should not be shown. 3. very clear = a box at the top of the page that is reachable from my requests with a colored background and border 4. doesn't relate ~ "If <link>you've filed $bugs</link> with <link>severity:enhancement</link> and are looking for those <link>$bugs</link>, this is not the right page. This page lets you browse pending requests. Requests are additional annotations of $bugs and attachments. Sometimes they need a form of approval and only those that haven't been addressed will appear here" Note: this is being filed because w/in the past 10 days a couple of users have asked in #bmo/#mozwebtools why "My Requests" doesn't show them their bugs. Steps to reproduce: watch places where befuddled new bugzilla users come to ask for help and listen to their questions. Expected results: No confusion about why "My Requests" doesn't let them find bugs they've filed, especially enhancement requests. Actual results: befuddled users appear asking essentially the same question. Resolution: The UI should make this clear to them.
