definitions:
1. newusers = anyone whose account age is less than one month OR
              anyone who does not have canconfirm
              anyone who adds the token &explain=1 to the url
2. "My Bugs" = a link that usually appears in the "footer" in the "Saved Searches" group. It has a very specific link syntax which happens to be very specifically buggy. As that syntax changes, this feature should change with it, although it might want to support any old variations in case a user is unfortunate enough to think that bookmarking the page is a good idea.
3. very clear = a box at the top of the page that is reachable from "My Bugs" query with a colored background and border
4. "page" = only a page whose url should match a query that indicates the user actually clicked on "My Bugs" (or bookmarked it). Ideally the "My Bugs" link would have a token which would improve the ability of Bugzilla to recognize this link so that it can appologize for its suckiness. I'd suggest that the "My Bugs" link for "new users" include &explain=1 to aid in this detection.
4. doesn't relate ~ "Dear $me, 'My Bugs' is a preset "Query" with the following search criteria: <?english explanation of the query?>.

<% if query excludes resolved bugs %>
If you've filed a $bug and it's been <link title abbr>resolved</> (&english(all_possible_resolutions)), then it won't appear in this query, you can instead use a <link>query like <title(explain query)>this</title></link>.
<% fi %>

<% if available_products_support_unconfirmed && !user_can_confirm %>
If you've filed a $bug and it hasn't been confirmed, then it also won't appear in this list, you can instead use a <link>query like <title(explain query)>this</title></link>.
"

If anyone wants to argue that this isn't an issue, i'd like to see them try. I'm vacationing this weekend, so I won't look for any such humorous replies until next week, but as long as someone reminds me, I will read them.

Resolution:
The UI should make this clear to them.
