This is a silly thing, I can only show quip:
Show a quip at the top of each bug list [ Site Default, On, Off]
For some reason I feel like i'd rather get my quip at the end.

I don't see the rationale to have it at the bottom of buglists, and based on the number of votes and people in the CC list (0), this is not something people want.
