This is filed in behalf of one of our users. 

"I wanted to add the attachment and save all new assignments at the same time. 
However, when adding the attachment, it deleted all new input and assignments. 
It should be possible to do this in one step.  Saves should not save some
things and delete others."

In other words, she feels that having to leave show_bug on which she has just made some changes to go to the attachment.cgi to add an attachment is harmful since her changes to the bug prior to leaving the page to create the attachment are lost.
