This would avoid having authentication dialogs pop up somewhat randomly for engine updates, but would also prevent installing engines that use HTTP auth. Perhaps it should only conditionally implement it, for the update case.

See also bug 344277 and bug 344270 (similar bugs for the microsummary service).
Note bug 369180, which fixed this for search suggestions. We could re-use similar code for this.
