That's definitely not Firefox how is doing that. It could be an extension, or it can be done by the server. Reporter, can you give an example where this happens ? Does it also happen on other websites ?
Firefox does not contain any code that would change .mov to .gov. Either an extension or the server is trying to be helpful and failing miserably. The folks over at MozillaZine (http://forums.mozillazine.org/) should be able to help you find the root cause.
