browser/preferences/tabs.dtd:
* linksOpenIn.label = "When a link opens a new window, open it in:"
* linkTargeting.label = "Open links that would open new windows in:"

AFAIR the second one is about external links which have been requested firefox to open.  So it's better to change it to something non confusing.

I just saw that the second key has been remove in mozilla1.8 branch, and the first one has been changed to: "New pages should be opened in:".

Move bug to version trunk.
Target Milestone: Firefox 2 beta2 → Firefox 3
Version: 2.0 Branch → Trunk
There's only "Open new windows in a new tab instead", I don't see anything confusing about it:
