browser/preferences/tabs.dtd:

hideTabBar.label hideTabBar.accesskey =  "Hi&de the tab bar when only one web site is open"

It means when "one web page" is open, not "one web site".  The current text is wrong.

This was changed to "Always show tab bar" which doesn't suffer from the problem described in comment 0
