If After closing application I want to reopen application I get a message stating that application is already open and that I must close it or restart my PC.When I use task manager nothing appears to be running. I can see nowhere where the program is running. So I have to restart my PC.

This has only happened twice in 10 days (which is not much considering I open the application 10+ times/day), but appears to be a serious flaw. It also occurs on my laptop.

Are you using any extensions that could prevent Firefox from shutting down properly? 

Your profile lock file is probably not getting removed when Firefox shuts down causing Firefox to think that it's still running.

-> Closing as works for me because of missing feedback and reply if this is still reproducible in the latest release (Firefox 2.0.0.4) or Trunk Build.
