Looks like this patch was checked in so this bug can be closed.
One nit: If users would not specify animLogoTooltip.description in the wizard then clicking throbber (animLogoURL.description) would not work so you can either fix this or add a check for missing description in CCK Wizard or just use URL as description if empty.
