Using the branch build from August 5, when I hover over any toolbar button, no button 'outline' is shown. This makes it a little harder to see that the button one is hovering over is indeed the one with the 'focus' (for lack of a better term). This affects third-party toolbars as well (the Googlebar Lite extension for example). The bookmarks toolbar also appears to be affected.

I'm guessing that the border CSS property was essentially turned off in the new theme.

Reproducible: Always

Steps to Reproduce:
1. Open Bon Echo Beta 1.
2. Hover over any toolbar button.
3. Note that the toolbar button does not have the 'outline' as it did in the previous theme.
