[rfe] add "add new tab", "bookmark all tabs", "reload all", ... to "all tabs menu"

dougt asked: "what about adding 'add new tab'" to the "all tabs" menu popup.

Let me put this out there for beltzner/ben/mconnor/pkasting to reject, modify or accept:

tab 1
tab 2
...
tab n
<sep>
add new tab
bookmark all tabs
reload all
undo close tab
Suggest WONTFIX based on comments about this on a previous bug from beltzner, and also my belief that bug 347930 would solve this sort of problem.

Peter's right, this is WONTFIX. An interesting suggestion, but this isn't the right way to add those controls since it will confuse/distract from the primary purpose of the drop-marker which is to select a tab that exists on the tabstrip. We've rejected calls for primary UI to exist for these functions before (ie: no "new tab" button on the strip) and a user can current right-click on the all-tabs button to get a shortcut menu that allows them to do all of these things.

Peter's also right that bug 347930 is a more interesting way to approach the problem, falling in line with our history of providing a minimal set of default controls and the ability for users to customize thing as they see fit.
