348133 - Cookies detail fields have no accesskeys

Steps to reproduce:
1. Open Tools-Options dialog
2. Select the "Privacy" page
3. Press "Show Cookies..." button in the Cookies section.
4. Tab to the list of cookies press arrow keys to select a cookie in the list. 
(This assumes you have cookies stored on your system.)
5. Press Tab to move to the cookie properties (Name, Content, Domain, Path,
etc.)

Expected result:

Each of these property labels should have an access key so you can jump to the property field

Actual result:

No access keys, must tab through each field individually.
