When you hover over the favicon in the location bar the cursor changes into a little hand and the tooltip appears: "Drag and drop this icon to create a link to this page". You see the same cursor appear when you open the customize window.
Well, this cursor has changed into the default pointer.

Regression between 1.9a1_2006080906 and 1.9a1_2006080910.

Tested on Windows XP. 


Fixed by backing out Bug 345517.
