In the old Netscape 4.x days, the "STOP" button was active at all times, and would stop all animated images and plugins on a page. This is no longer present.

Yes, I know I can globally turn off all animations - but then things like weather radar loops don't work. It would be better if Stop were active all the time like the old days.

This would also help stop the abusive scripts problems - click STOP, kill all scripts, done.


Reproducible: Always

Steps to Reproduce:
1. Bring up page with animated GIF
2. Wait for page to finish loading.


Actual Results:  
Stop is greyed out. Clicking stop has no effect.

Expected Results:  
Stop is active. Clicking stop kills the animation of the GIF.
Summary: No Stop button for animated gives on the page → No Stop button for animated gifs on the page
