The Add-ons manager remembers which pane was last displayed. Unfortunately if that pane no longer exists (like the Languages pane) then the next time you open it it displays a blank pane.

Simple fix just checks if the pane to be shown on startup isn't hidden. If it is then it falls through to the extensions pane as if no pane was last selected.
