I was just noticing that you can't select a template that you've made when creating a rule for the Local Folder, as opposed to specifically for a profile/acocunt.  The drop-down list is blank.  If I create a rule for a specific profile/account then I can select a template just fine.  The settings for the template folder location seems to be set right, so I need some help please.

Reproducible: Always

Steps to Reproduce:
1. Creat a new template
2. Create a new message rule for Local Folder (global rule)
3. Try to set the rule to Reply using a template.

Actual Results:  
Template selection drop-down list is blank.

Expected Results:  
List the available templates.

Reporter, does the issue still occur in the latest supported 2.0.0.x / Shredder trunk nightlies?

(1.5.0.x is now end-of-life and the latest supported 2.0.0.x is 2.0.0.17)
