Using april6 m15 commercial builds

When changing Copies&Folders pref for Drafts or Templates to point to user
folder, you can't open items in that folder until you exit first.  Subsequent
sessions work fine for older or newly saved draft or template items, it's just
the session when you change the pref.

Jeff and I talked about this last week and he thinks it's because of the folder
flags problem(s).  So this may be marked a duplicate, but wanted to track this
scenario separately in case it winds up as a real problem in its own right.

Ref: bug #30750

1.  Go to mail window login to mail account (POP or IMAP).
2.  Edit copies&folders account setting pref to save drafts and templates to a
user created folder named other than "Drafts" or "Templates".  Confirm OK to
changes.
3.  From mail window open new message window. Address it, type a subject and a
body, File|Save As Draft. Close the draft window.
4.  Select a message in the inbox and File|Save As Template.
5.  Go to the folder you specified for drafts in step #2. Notice the newly saved
draft is present in the thread pane. Select it, double-click to open the draft.
    Result:  draft doesn't open.
6.  Go to the folder you specified for templates in step #2. Notice the newly
saved template is present in the thread pane. Select it, double-click to open
the template.
    Result:  template doesn't open.
7.  Exit, relaunch and go to mail, login.  Revisit the drafts and templates
folders (notice they are now sorted to the top of the folder hierarchy as
"special folders".  Now double-click to open the draft and template from their
respective folders.  It now works and they open to compose window.

Result:  must exit after changing drafts and templates to point to user folder
in order to open items saved there.

Expected:  should be able to open saved items immediately within same session as
changing the prefs.

This is not possible with the new Copies and Folders design. marking
