After landing bug 345466, the entire tab strip looks very dim, except for the current tab and any hovered controls.  This is a problem for the tab scroll buttons and all tabs menu for two reasons.

(1) The scroll buttons don't give good feedback about when there are more tabs at each end; they look sort of disabled, or else sort of enabled, all the time.  This probably also depends on bug 348335 to get right.
(2) The pulse animation of the All Tabs menu when opening an offscreen tabs is far too subtle, since its maximum intensity now feels like about 0.4.  Thus it no longer serves as a good indicator for when a new tab has opened off the end of the strip.

Therefore, I think these buttons should look "available" like the Go endcap all the time, even if they can get brighter on hover when active.  The pulse animation should also be pretty bright even when the buttons are non-hovered (since they presumably will almost never be hovered at that time).
