There should be some UI in Options to change when Live Bookmarks reload automatically.

Here's a crude mockup of the potential UI:

Automatically reload Live Bookmarks:

[X] On Firefox startup

then every [x] minutes

Oh, nothing got submitted three times.  Bug 349082 is a different bug.  I'm going to reopen it.  It deals with live titles, and this bug deals with live bookmarks.
