some webpages include double underline
hover raises a totally irrelevant advertisement in the cases I have seen.
This 'functionality' is added using javascript.
rather than disable javascript, like banner ads could this just be disabled?
there are a range of techniques, but the double underline would seem to be a solution.

thanks Jesse,
the summary of 295559 seems poor, especially considered from the search considerations.
I tried all 4 key words and naturally it wasn't raised.
furthermore the scope may need widening, as it's pretty clear there are a number of implementations.
