If I have multiple instances of Firefox running, and select File > Exit, all instances are closed. Whereas if I selected the "X" in the top right corner, only the local instance is closed. Make them consistent. File > Exit should act like the "X" in the top right.
Reproducible: Always
Steps to Reproduce:
1. Open Instance of Firefox
2. Use Control+N, or Launch from Shortcut a new instance
3. Go to File > Exit, both instances will be closed.
Actual Results:
All instances of firefox.exe are closed.
Expected Results:
Only the local instance of firefox should have closed

This is as expected. If you want to close the window then you should use File > Close Window.
