Test environment:
Bon Echo nightly build 20060822, no screen reader needed.
Test done on IBM T42 ThinkPad, with Screen Resolution 1024x768 pixels using
High Contrast #1 (extra large).

Steps to Reproduce:
1. Set High Contrast mode.  This can be set in Windows Control
Panel,  Accesibility Options dialog, on the Display page.
2. Open several tabbed paged in Firefox using (ctrl+t), until the arrow buttons
display on either side of the Web page tabs.  Notice that the tabs do not inherit the high contrast setting.

Expected Result:
The tabs should be visible in high contrast mode.

I have this one, we need to detect the a11y theme switch and fall back to pre-refresh tabs.  Might be able to fix classic too, while I'm there.

Would bug 349163 fix this without needing to programmatically detect high contrast mode?  It seems like making our default theme more robust about colors would be good, if it's doable.
is this fixed now that bug #350690 is fixed?  (note, the left, right and all tabs buttons have not been fixed yet.)
