It would be nice if there was a button next to the spellcheck preference checkbox to download more dictionaries. Currently, the only way to do this is to either find it on the web site or through the context menu on textareas. I would be most likely to look for this button next to the spellcheck preference.
This may be challenging because the button needs to open a web page without closing the pref window.

Instead of opening a web page, could it be possible to open a new panel with available dictionaries displayed? Each dictionary would have a checkbox which you can select if you want to install it. I don't know how you plan to update dictionaries, but this would be a nice interface to do it.

I think if the user uses spellcheck, they're much more likely to see the context menu than the buried checkbox in the general section of the advanced section of the prefs (which we know a lot of users never look at). That and 10 years of nothing happening in this bug I think suggest this is effectively 'wontfix'.
