to fix this, I think we'll need new versions of the scroll button and all tabs button images (I'll get a list) that have opacity built in.  (like jay did for bug #350139)

the new images should eliminate this problem anyway.

in addition to not being a blocker, I think we've moved away from this idea entirely for both winstripe and pinstripe, and the left/ right / all tabs buttons will appear behind the white strip, along with all the tabs, except for the selected tab.
