I would propose to fix this by moving the two source files 
http://www.mozilla.org/projects/nspr/reference/html/samples/layer.c and
http://www.mozilla.org/projects/nspr/reference/html/samples/layer.c
from the http site to the ftp site, and change the link to point to the
ftp directory, which will have an automatic directory listing.  

Perhaps even better is to remove sample code from www.mozilla.org and
have the links point to mxr.mozilla.org or bonsai.mozilla.org
