If a tab is moved around when opening a page that generates a "Website Certified by an Unknown Authority" dialog and the dialog pops up before tab moving has finished the browser will become unresponsive.

Note the tab needs to be dragged to the new position and the mouse button release just as the dialog pops up to cause the failure.

Reproducible: Always

Steps to Reproduce:
1. Open www.google.com
2. Open a page that generates "Website Certified by an Unknown Authority" dialog in new tab (e.g. https://www.sed.hu/roadmap/index.php/GCC_release_4.2 )
3. Move new tab about

Actual Results:  
If tab is moved just as "Website... " dialog appears, the tab will not finish moving and the dialog will not take any input

Expected Results:  
Browser continues working...
