I found you can use any text box even if their is no text in the text box, and you can scroll in any direction up, down, left or right. Also, I have noticed this bug before but I always found it use full. Because I often scroll by selecting text. So if I click in a text box it is nice to still be able to scroll the page.
One other thing I test this in opera, IE, and Konquer. None of them had this functionallity
