When sending a message with a large attachment, recipients on the CC: list may already have, or may not need, the attachment. It would save bandwidth and help avoid filling up people's mailboxes if they could be
"cc:'d without attachment(s)". For example, the author of a manuscript may want to see an email sending their manuscript to another person, but would not need to get their own manuscript back with that email.
This is sometimes used in business memos (remember those?) as "cc without enclosures."

I suggest you add this feature to the to: dropdown list.
