351118 - Buttons with dropdowns are no longer hovered properly after click

I've only tested this on Linux.

Issue #1:
Hover the All Tabs button, or one of the parts of the back/forward navigation buttons that will open a dropdown.

Without moving your mouse at all, click.  Notice that the button now unhovers.  This is the bug.

Move your mouse by one pixel.  Notice that the button rehovers.

Issue #2:
I'm not sure if this is a "bug" or an RFE, but it seems related.  Once you've clicked one of the above three buttons to open a dropdown, the buttons will hover and unhover when you move over them or the dropdown.  This seems weird and is especially noticeable on the small All Tabs button, where moving your mouse towards the list frequently means leaving the button via the side (and thus unhovering it).  I'd suggest buttons should always appear "activated" if they have an open dropdown.  Probably fixing this would fix issue #1 as well.  Also, since we draw bevels on Linux (right now), fixing this would fix bug 347432, but only for Linux.

I haven't seen this issue in Windows builds, it sounds more like a problem with mouse events and hover state tracking on Linux specifically.

Issue 2 is bug 345343, and I have a feeling that issue 1 is caused by the same core problem.

I scanned that bug briefly and it looked quite different to me, but maybe there's some common cause of both problems.  I'd be happy to retest this bug if a patch for that lands.
