A number of search-related URLs are defined in .xul and .js files.  These need 
to move to .dtd files in /locale/ directories so that locale-specific search 
URLs can be defined.

The variables in question include the following:
defaultSearchURL in \chrome\search\content\default\search-panel.js,
fallbackDefaultSearchURL in \chrome\navigator\content\default\navigator.js, and
window.content.location.href in the same file.

Other URLs are defined in the preferences .js files which are the subject of 
related bug 33668.
