Column names of groups.isactive and groups.isbuggroup are confusing

Details

groups.isactive really means "use this group for bugs."
groups.isbuggroup really means "this is not a system group."

Instead, isbuggroup should be "is_system_group" or just "system" (and the sense should be reversed).

"is_active" should be "for_bugs" or something like that.
