Having to look for an undocumented option in about:config is too difficult for the average user, and honestly not so straight even for more experienced ones, if I had to find out in Bugzilla why all my tabs were gone. Please consider that it's a behaviour that quite a lot of people find annoying (see bug 216346 and ALL its duplicates). IMHO the preference should be set to false by default (the less destructive behaviour) but since the developers think true is better, a radio button or a checkbox at least would be useful under Edit - Preferences - Tabs.

Support for this pref on trunk (what will become Firefox 3) was removed in Bug 175124. The pref is being removed completely in Bug 395024 and bug 175124 comment 29 specifies the new intended behavior.
Mozilla 1.8.1 (Firefox 2.0) is not open for changes like this. Generally only regression and security/stability fixes are taken. (this was intentionally removed to begin with and would prolly be wontfix regardless anyway)

This bug is no longer valid since that pref has been removed in bug 175124.
